Jiaozuo Leadership Emphasizes Cultural Policy at Collective Study Session
On October 28, the Party Committee Theoretical Learning Center Group of Jiaozuo City held a collective study and discussion session. The meeting was chaired by Li Yibo, Secretary of the Municipal Party Committee, who delivered a speech. Attendees included Xue Chonglin, Deputy Secretary of the Municipal Party Committee and Mayor; Hui Kang, Deputy Secretary and Secretary of the Political and Legal Affairs Commission; Li Minsheng, Director of the Standing Committee of the Municipal People's Congress; and Gong Songqi, Chairman of the Municipal CPPCC. The session focused on deepening the implementation of Xi Jinping Thought on Culture, strengthening Party leadership over publicity, ideological and cultural work, adhering to the "two integrations," bolstering cultural confidence, and continuously stimulating cultural innovation and creativity. The aim is to provide strong spiritual motivation for the city to strive for excellence and make greater contributions in writing a new chapter of Chinese-style modernization in the Central Plains.
Key Points from the Study Session
Before the meeting, participants conducted self-study and close reading of relevant materials. Shi Shaohui, Wang Jiapeng, Xue Zhijie, and Yang Lei exchanged views based on their study and work realities. All agreed that Xi Jinping Thought on Culture profoundly answers fundamental questions about what banner to hold, what path to take, what principles to uphold, and what goals to achieve in cultural construction in the new era. It comprehensively elaborates on the status and role, objectives and tasks, policies and principles, strategic paths, and practical requirements of cultural construction in the new era, providing a powerful ideological weapon and scientific guide for action for publicity, ideological and cultural work on the new journey and for shouldering new cultural missions.
Participants emphasized the need to integrate learning, thinking, and application, and to combine knowledge, belief, and action. They called for studying the first and second volumes of Selected Works of Xi Jinping on Culture as an important part of practicing Xi Jinping Thought on Culture, and organically combining this with the study and implementation of General Secretary Xi Jinping's important speeches and instructions on Henan's work. The goal is to deeply understand and accurately grasp the core essence of Xi Jinping Thought on Culture, continuously improve the ability and level of cultural work, and firmly support the "two establishments" and resolutely uphold the "two safeguards" with practical actions.
Four Cultural Priorities Outlined by the Party Secretary
Li Yibo stressed four key areas:
- Using culture to forge the soul: Continuously deepen the study, education, and dissemination of the Party's innovative theories. Xi Jinping Thought on Culture should be a required course in cadre education and training. Efforts should include close reading of original works, layered guidance, coordinated use of various publicity and education platforms, innovative carriers for publicity and宣讲, and deepened systematic and theoretical research and interpretation. This aims to bring the Party's innovative theories more deeply into people's hearts and minds, and to continuously enhance the political, ideological, theoretical, and emotional identification of officials and the masses.
- Using culture to cultivate people: Continuously improve the civilized quality of citizens and the level of urban civilization. This includes promoting people's all-round development, coordinating high-quality resources, accelerating media integration and transformation, consolidating and expanding mainstream public opinion, cultivating and practicing core socialist values, and jointly advancing civilized cultivation, civilized practice, and civilized creation. It is also necessary to firmly hold the bottom line of ideological security and foster a city spirit of reverence for virtue and order.
- Using culture to enrich the city: Fully release the unique cultural charm of Jiaozuo's blend of ancient and modern. Based on the city's rich historical and cultural heritage, efforts should be made to deeply explore the contemporary value of Yellow River culture, Tai Chi culture, and Huai medicine culture. The city will promote the protection, inheritance, and revitalization of cultural heritage with integrity and innovation, systematically shape distinctive cultural symbols, and cultivate the city's spiritual character. It will also deepen the integration of "culture and tourism plus all industries" and strive to make the cultural tourism industry a pillar industry, a livelihood industry, and a happiness industry.
- Using culture to benefit the people: Accelerate the construction of a high-quality public cultural service system. Cultural construction should always focus on and be grounded in people. The city will upgrade new cultural venues such as urban study rooms and cultural stations, densify the 15-minute public cultural service circle, deepen cultural benefit projects, and improve the mechanisms for guiding and organizing literary and artistic creation. The goal is to create a batch of fine literary and artistic works that highlight the heritage of Huai River and tell Jiaozuo's stories, continuously enrich people's spiritual world, and inject cultural momentum into the modernization of Jiaozuo.

Why This Matters for Foreign Founders
For foreign founders registering or operating a company in China, this study session offers several practical insights. First, it underscores the importance of aligning business activities with local cultural policies, especially if your company operates in media, education, tourism, or cultural products. The emphasis on Party leadership over ideological and cultural work means that content and messaging should respect core socialist values and avoid sensitive topics.
Second, the focus on cultural tourism and the "culture and tourism plus all industries" integration signals potential business opportunities in Jiaozuo's tourism sector, particularly around Yellow River culture, Tai Chi, and Huai medicine. Foreign founders in hospitality, wellness, or experiential travel may find local government support for projects that align with these cultural themes.
Third, the push for a high-quality public cultural service system and a 15-minute cultural service circle suggests growing demand for cultural venues and services, which could benefit companies in facility management, event planning, or cultural technology.
Finally, the session highlights the need for foreign founders to engage with local Party committees and government bodies to understand policy directions. Building relationships with local officials and participating in government-led initiatives can help navigate regulatory requirements and identify collaborative opportunities.
